Sticker books buy us approximately seven minutes. Regular coloring works until every crayon mysteriously ends up on the floor. Tiny cars are fantastic until one drives underneath the neighboring table.

Water WOW has survived more restaurant dinners with us than basically any other toy.
You fill the little pen with water and they “paint” the pages to reveal the colors underneath. No markers, no paint, no stickers to peel off the restaurant floor, and almost nothing for me to continuously retrieve from under the table.
The pages dry and reset too, which apparently doesn't bother toddlers nearly as much as I assumed it would. Mine will happily redo the same page.
